Script Editor Disabled in particular Word document

Word 2003 SP2, Windows XP.

I have a user who is able to open Microsoft Script Editor in any but one
document. In this document the functionality is not there. She added a
button to her toolbar to launch it and you can see that it is dimmed.

Naturally she NEEDS to use it with this document, as it contains protection
she wants to remove.

I have tested this on my own PCs and have verified that it is supposed to
work.

Why is this not working in this particular document, and what can we do to
get it working for her?
