Scroll bar Issue in Word 2003

In word 2003, when I use the scroll bar on the right, the scroll bar moves,
but the page(document) does not until I take the cursor off.

I want to be able to scroll until I find the part of the document that I'm
looking for, and then take off the cursor.

Please help.
