Have a look in the "Preferences..." > "View" page. There you'll find two
checkboxes concerning the horizontal and the vertical scroll bars. Are they
checked? The setting may have been changed by a macro, but this normally
applies only to the concerned Workbook.
If it happens with any workbook, you may need to drag your preferences files
to the trash (Quit Excel first)...
