scroll bars disappeared

I have suddenly lost my scroll bars and I cannot get them back. I have
clicked to minimize and the gone back to full, Zoom seems to be grayed out.
Any suggestions.

Check Tools > Options, View tab and ensure the option to show scroll
bars is checked.

Additional information I went to tools/option/view and clicked scroll bars
show BUT the message says can't apply because not in global template. :-(

Are you working with Project Server? What version of MS Project
including service pack, please.
