Scroll bars freeze on Tablet PC

I've been experiencing this problem with OneNote for several months.
Occasionally when I'm in landscape mode and using a mouse or touchpad
to scroll my OneNote pages, the scroll bars "freeze" as if the entire
page is only as large as the screen. I can still click into the page
and use the arrows to scroll. Sometimes just minimizing and restoring
the screen brings the scroll bars back, but other times I need to close
OneNote and start over.

I'm using OneNote 2003 SP1 on a Gateway M275 with 1.5 Gb of RAM. Any
help will be greatly appreciated.
