Scroll Bars in Outlook don't scroll? Help!

Has anyone noticed that the scrollbars in Outlook don't
scroll, for example when you are reviewing your inbox
which has lots of mail, if you drag the scrollbar slider
to review the mail, the window doesn't scroll. You have to
use the arrow buttons or jump by clicking the cursor in
the scrollbar area. OutlookExpress and most programs drag
and scroll. What happened here with Outlook 2000? Is this
a problem or a designed in feature?
