scrollbar for all the page

i'm creating a frame page and i have problem with the main farme scrollbar i setup it for ifneed but the problem is when i use the main frame scrollbar the main page it will go under the top frame, so i'm woundering if i can create a scrollbar to move all the frames together like the normal pages
