Scrollbar in Navigation Pane is grayed out --messages in Inbox

Outlook 2003 setup with autopreview, navigation pane on top and reading pane
on bottom. At times, the scrollbar in the navigation pane is grayed out but
I have at least 6 or more messages in the Inbox. Other scrollbars are active
in the Reading pane and the folder list. Any ideas why the scrollbar grays
out in the nav. pane?
