scrolling arrows

How can I separate the scrolling arrows on the side of the document
instead of having to keep both the 'up' and 'down' arrows at the bottom
of the window?

In your System Preferences, look under "General." There should be an option that reads "Place scroll arrows:" with the choices "At top and bottom" and "Together." Select the "At top and bottom" option and you should be ok.
