Scrolling in Excel

A client of mine needs to be able to scroll down a
worksheet quickly and easily. On a Windows XP SP1 machine
with Excel 2002, he can use the scroll bar and easliy go
through the entire worksheet. However, on another Windows
2000 with Excel 2002, when you use the scroll bar it
displays the row you are at, but the actually worksheet
does not scroll, but skips down to the row when you
release the mouse. After looking at several Excel 2002
and Excel 2000 installs, it appears the way scrolling
works is random. Any insight into this would be great

Is the scrolling related to the system animation settings? For example, if
you set the "show window contents while dragging" option in the Display
applet in the Control Panel, does it affect the result?

I toggled that setting in win98 and xl2002 and it didn't seem to change anything
when I scrolled down/up.
