scrolling in long ubound form

I'm working with some long unbound forms, but scrolling the mousewheel
doesn't move the scroll slider.
I'm not sure if this can even be done, but my problem could be illustrated
with a new, long, unbound form.
When the window is resized to a height less than the height of the form the
scroll bar appears to the right.
Is it possible to get this scrollbar to react to the mousewheel?
