Scrolling in Microsoft Office

How can I change the behaviour of my scrolling bar? When I scroll down a page
it acts like it is reloading or refreshing as it goes, making it very slow.
It is the same with the horizontal scroll.

I've asked you several questions in your other post. Is the problem
in Microsoft Project or other programs like Excel, Word, etc?
