scrolling text in a Word Web Page

I am attempting to insert scrolling text in my Web Page that was created with
Word 2003. However, when I click the scrolling text button I receive the
following message:
This object was created in MARQUEE.
This application is not available to open this object.
Make sure the application is properly installed and that it has not been
deleted, moved, or renamed.
How do I check this?

Thank you so much as I had attempted every combination of words I could come
up with and couldn't find anything about this problem!

I have the devil of a time finding it every time I look, too!
