Search Engines and Shared Top Border

Webtrends claims that to optimize for MSN search:

1. A keyword frequency of 1 is suggested for the Heading area.
2. A word count from 1 to 39 is suggested for the Heading area.
3. A keyword prominence of at least 68% is suggested for the Heading
area.

If I use the shared top border in Frontpage then my index page cannot
have any of the above requirements. What is the solution for this?

This has nothing to do with a top shared border. You can see the heading area for each page, (not
the top shared border) by switching to HTML / Code when you have a page open in FP.

My I ask a question. Should I put META tags in my shared top and left
borders or just the index.htm. page?

Thanks. I assumed that search engines would ignore extra tags or read them
as spam.

The search engines should never actually see individual shared border or FP include pages, since the
content has already been included in other pages.
