Win XP Home is limited to Disc based webs and can not run local server based webs on your PC
Uninstall PWS (Personal Web Server that came w/ FP 98 if you upgraded)
Upgrade to Win XP Pro to use IIS (Internet Information Services) and FP SE (FrontPage Server Extensions) if you want to run a local
server
Or open your local webs as disc based webs (C:\path\webfolder)

If the problem is with your online hosted web, have your host create an index catalog
