Searching for a forms expert

A client of mine is looking for an Outlook 2003 with Exchange 2003 forms
expert. They have already designed the forms (could probably use some
guidance on general usage and technique) and are having problems publishing
them and having the forms appear from all computers that access the forms. I
know nothing about forms creation or publishing. Can anyone recommend
someone?

I have made the same request over at the www.outlookcode.com site as well.
