secondary axis in excel 2007

I have read the instructions on how to create a secondary axis in Excel 2007,
but the commands as referenced online and in Help are not in Excel where they
are said to be. If you click the chart, then "format", then the select
Series 2 as the series you want the secondary axis for, then "format
selection", there is no "Plot series on" command. I've tried looking
everywhere else. Anybody know how to plot a secondary axis in Excel 2007???

It is only available for certain chart "types". What type of chart are you
using?

It's a simple bar chart, with two data sets, one of which has a low number
range, and the other a high number range. Without a secondary axis, you
can't see the low number bars at all.
