If I clearly understand your problem, I have overcome this
same issue by making both the primary and secondary sheets
active at the same time and then inserting the row or
column, whatever is necessary. You can insert the row or
column on either one of the two sheets and it will be
inserted on the other in the same place.
You can activate the secondary sheet by holding the CTRL
key and clicking on the tab for the secondary sheet. I
presume the secondary worksheet is in the same workbook as
I don't think this is possible across workbooks.
Be careful though to deactivate the second worksheet when
you want to start data entry or edits as these will also
be duplicated across active worksheets. All this holds
true whether you have two or twenty-two sheets active, the
number of sheets you can have active is practically
unlimited. Hope this helps!
