Secondary Y Axis in Chart

In my Excel 2002 version, the drop down box in Format, does not show a select
data series choice. How do I create a secondary Y axis, given this problem?
Or is my software defective?

Right-click on one of the series, and select Format Data Series
Select the Axis tab
Select Secondary Axis, click OK
