Section breaks change type by themselves; page numbering does not hold

Hello,
I'm having the following problem with a complex Word file:
- I cannot change "even page" section breaks to "new page." (The page setup
dialog box shows "new page," but "even" appears in the document window, and
the breaks behave as "even page" ones.)
- When I delete the even breaks and replace them new page section breaks,
the new page breaks spontaneously revert to even breaks.
- Sections spontaneously restart numbering at 1 when I CTRL+A, F9 the
document (even after I tell the sections to continue numbering from the
previous.)

Any solutions would be much appreciated!

"Next page" and "new page" are used interchangeably by Word in various
places.

If you have "Mirror margins" and/or "Different odd or even" enabled, Word
assumes you are duplexing. If you restart numbering at 1 in a new section,
Word insists on making page 1 an odd page. And Word will often change a
"Next page" break to "Odd page" if you're mixing orientations (portrait and
landscape), but none of these things seems relevant to your situation.
