Section Group NOT creating where I wanted it.

In a notebook with one Section Group containing existing Sections and Pages,
I tried to create another Section Group at the same hierarchical tree level
as the first one.

The 2nd Section Group always appeared under/within the 1st Group!

It was possible to do a right-click | move , then assign the 2nd Section
Group to the Notebook at the same level as the other one. Dragging seemed NOT
to work.

A desktop shortcut to the new group does now seems to go there directly. Is
there any future complication that I don't yet know about?

Before you created the second Section Group you should have clicked
the Green up arrow to go to the top level of the notebook. When you do
this, the first Section Group will be present on the RHS of the
sections.

Try something: Close OneNote. Open Windows Explorer. Navigate to where the
2nd group is. Cut the 2nd section group. Navigate to where you want it.
Paste. Re-open OneNote. Does that get you where you need to be?
