section-page number starts at 2-1, not 1-1

Using outline levels with Headings 1,2, insert page number in footer, define
number format to include section, with result intended: sec#-page#.
It works, except: first section with Heading 1 is numbered 2-1, 2-2 and so
on. Next section with Heading 1 is also numbered 2-1, 2-2, etc. And rest of
document continues normally. Have searched until cross-eyed for some
instance of an outline level 1 doing nasty, and cannot find. Reset entire
document, and then--same result.
Help? Please?

You have an empty paragraph somewhere (or a manual page break) with Heading
1 format applied.
