Secure Access 2000 database accessible using Access 2003

I've got an Access 2000 database that uses a specific workgroup file for
security. There are several computers that access this database, which is
located on a shared network drive, and they all do it via the same method:
there's an icon on each desktop, and the target specified includes the
/wrkgrp option.

Up until recently, the database worked as expected: when the icon was
double-clicked, the user/password dialog box opened; and if a user tried to
browse to the network drive and simply double-click on the database, a msgbox
appeared telling the user that they didn't have sufficient permission to
access the database.

Recently, a couple of computers were added to the network. These computers
already had Access 2003 loaded (all of the pre-existing computers have Access
2000). An icon was added to each of the new computers, and when the database
was accessed by double-clicking the icon, the application worked as expected:
the user/password dialog came up. But when a user on one of these new
machines browses to the network drive and simply double-clicks on the
database, it opens. When holding down the shift key, the database opens with
all objects accessible; when not holding down the shift key, the main
"switchboard" menu appears, but with certain (non-administrative) options
unavailable.

Based on what I've read, it would appear to me that the database is being
opened by the "admin" user. But why would this be working with Access 2003,
but not with Access 2000? Or am I missing something else entirely?
