secure temp - why?

I have one user who has to delete their Secure Temp folder contents about
once a month. It builds up to over 1000 files. It's no big deal to do that,
but is there anything we can do to prevent the file buildup?
Outlook 2003 / Exch 2003

Usually the result of closing Outlook with the attachment still open. If
this is the case, have the user close the attachment before exiting Outlook
