Secured Access File in Shared Folder

I created a secured Access database and the security works great if the user opens it from the shortcut I created on their desktop. However, if the user browses out to the database on the server and opens it from there it ignores all the security settings. Is there something I am missing? Do I need to change the workgroup settings in the file folder? I have several databases stored in this file and only want this one using the security settings.
How can I make the database follow the security permissions no matter where a person opens the database from.

Any help would be appreciated.

If the user can open the file with their default (system.mdw) workgroup
file then you didn't apply security properly. When they do this they are
logging in silently as the user "Admin" who is a member of the group
"Users". In a properly secured app neither of these would have authority
to open the file.

An often-missed step is to also make sure that "Admin" is not the owner of
the database or any objects within. Owners have privileges automatically
even if their permissions settings would indicate otherwise.
