Securing files from deletion.

Using a file server with Win2000 Server, NTFS file
system. Trying to lock down a network data drive
(through user groups removing delete) from users deleting
files. Can lock down fine, however, due to the temp
files created by office, user can not save work. Has
anyone tried this successfully? If so,what is the resolve?
