I am trying to define a new category that will provide access to only
certain projects to an external professional services project manager. The
objective is for the professional services consultant only be able to see his
projects (where he is project manager) and the resources assigned to his
projects. He would not see other projects or other resources.

I have setup a new category and assigned certain projects to the category.
I have assigned this new category to the professional services project
manager.

The result is that he can see all projects in the new category plus projects
that I have created to track Administrative and support activity that I
assigned to the professional services manager.

How can I restrict him to only access projects in the new category ?

Did you assigned him to any other group?

There are couple of ways to acheive this goal.

1.Create a category with external PMs as member of it.
2. Under Permission section (on Add Category page) deny 'Open Project',
'Save Project', 'See Enterprise Resource Data' & 'See Resource Assignments in
Assignment Views'
3. Select all the project you don't want external PM to see & add to the
right panel under 'rojects: Select the projects that users in this category
can view'
4. Make sure all checkboxes are uncheck under that section.
5. Under 'Resources: Select the resources whose information can/cannot be
viewed by users in this category' section add all resource to right section
whose information you don't want external PM to view.
6. With this if you assign them to your regular PM group they would be able
to view only projects / resources which were not included in the category
created above.
