security first or BE/FE first or EXE first?

Dear All:

After reading the discussions in this group, thank you very much for
generating the ideas of BE/FE. But I have sequence question. Which one
should I do it first?
Also, if a new user been added to the MDW, should I do anything later? Or
the MDB will automatically read the related MDW?

Also, if I make self installed program for those who do not have ACCESS, how
can I split the BE/FE and how should I do with the MDW? Can any one give me
the more complete ideas?
