Security for different project types

I'm trying to find out if there is a way to have security work one way for a
2003 Administrative Project and another way for a regular project. We would
like to be able to prevent our PMs from assigning resources to their detailed
plans and/or from publishing tasks from detailed plans. To correct a problem
we have been having we require two plans for each project: an admin plan for
time reporting and a detail plan for managing the project. The detailed plan
is managed using percent complete. We do not want our PMs assigning
resources and publishing tasks to their detail plans.
