Security Functions??

Is there a download anywhere that has the security
functions that a normal distributed MDE program would
need. IMO they would be something like adduser,
deleteuser, changeloginname, changepassword,
addusertogroup, and deleteuserfromgroup or should I use
the ms access help to start writing these functions?
