Security Mode

Hi
We deploy machines with Office XP and Outlook having the Security Mode configured as Administrator Controlled with the required registry key in place. We are facing something peculiar. For certain users this Security Mode changes back to default by itself and they are not able to open certain files.
What would make the security mode change from administrator controlled to default

Any help would be much appreciated
