Security / Permissions problems in FrontPage 2000

Hi
Would appreciate some help on the following please.

Have created a web site on Blueyonder. Works ok.
Added a Subweb (live). Opened Subweb, selected: Tools / Security /
Permissions.
On the Permissions dialogue box selected "Use unique permissions for this
web".
Click <Apply> button.

dialogue box pops up:

"The servercould not complete your request. Contact your internet service
provider or web server administrator to make sure that the server has the
FrontPage Server Extensions installed. For more specific information, click
details".

Details

Forbidden
403 Forbidden
You don't have permission to access those file(s).

FrontPage Server Extensions were installed when web site was setup.

Does the host allow you to set permissions, you need to contact them since it is on their server.

I've checked both blueyonder.com and blueyonder.co.uk and they're both running Apache servers.
Use your web masters control panel if available to set permissions instead of FrontPage.

Get this error message first after creating subwebs and trying to change
permissions:
"Server error cannot open service pwd no such file or folder"
Then the other error message (in original post) when I try to change
permissions again.
