Security Problems with windows update

I just got a new dell laptop with windows xp pro and it will not let me due
my windows updates. It pops up a screen saying "your current security
settings prohibit running activeX controls on this page. As a result, the
page may not display correctly". So i hit ok and it goes to the screen
saying that im not a administrator. Well all of my accounts are
administrator accounts. I set all my security settings to low trying to see
if it would let me get them and it still pops up the activeX screen. I
don't want to have to reboot this machine. Any suggestions.
