Security Screen for Access 2003

I have just created a secure Db in MS Access 2003. I have
developer access since I created it, but I want the people
who are set to supervisor to be able to create, delete and
alter user names and passwords from an Access form and not
have to go to the 'Tools' then 'Security' etc etc.

Does anyone out there have such a Db with these screens
made? If so, is there any chance you could send the DB
(with just the security screens) to me so I can use it and
modify it for my system?
