Security setting prohibit running ActiveX controls

When sending an email with or without an attachement the person who recieves it trys opening the email only to have the computer freeze up on them.
Also the sender gets the following message:
"Your current security setting prohibit running ActiveX controls on this page as a result this page cannot be viewed correctly."
