Security settings not working as I expected?

I set up 1 group and one category to test security settings. I added one user
to the group and added the category to that group. I specified in that
category that you could only see one project and that you could only see
projects that you managed. The user is not a manager on the project but yet
he can still see the project in the project center. Why is this. The setting
says they can only see projects that they manage.

Yes, If you look in the security settings for a category you can add projects
that are availible to people in that category. But if you add a project top
the category then it does not matter what you set the security to they will
be able to see those projects. what I did was not add the projects to the
particular category and then I just checked the box that says only allow
people that are project manager of the project to view project and that
stopped the person not the project manager from being able to see the
project. Hope this helps! If you need anymore clarification please let me

I am experiencing similar problems.
I created a user and added him to Administrator group. I added the
Administrator group to the My Organization category. However, logging in as
the new user I am not able to see any projects.
However, when I explicitly include the new user to the My Organization
category, I can see all the projects.

I thought the idea of assigning groups to categories was to avoid assigning
individual users to categories.
Is my understanding wrong?
