Security Update for Microsoft Data Access Components (KB832483)

I just tried to install the Access patch above, and got a
message saying it has not passed Microsoft Logo testing
to verify its compatibility with Windows XP.
If patches from Micosoft's Update program don't pass
their own testing before they are released, why are they
released?
