Security Wizard will not let me edit users

I am the administrator of this frustrating database. I created user-level
security and am now trying to change passwords for users. Every time I click
on a user name the fields all become read-only. The only thing this blasted
wizard will allow is to add a new user. Nothing else. Is this a bug - or some
goofy feature that I need to work around? Please help!

You can't change passwords using the wizard, after the fact i.e. you can't
run it again and hope to change things. You can log in as user A and go to
Tools, Security, Accounts and change the password via the Change Password
tab.
