I don't seem to have the security wizard installed on my machine and don't
have access to the disks at the moment. Is that wizard downloadable

No it isn't. What makes you think it's not installed? That would be
installed with even a 'basic install'. Perhaps the item is just missing
from the menu? If that's the case, go into customize toolbars, and choose
the Main Menu and hit reset.
