See 2 languages (English and Simplified Chinese) on English Plantf

I'm using Windows XP English version with MS Office 2003. But time to time I
get some email from China in Simplified Chinese.

1. How can I read the email subject in Chinese without change the English
platform to Chinese?

2. How can I add <Encoding> menu available under <View> all the time when
I use Outlook.
