See project in Project Center

I want that my Projects manager can see in Project center, projects in which
they are a team member. I also want the Project manager to open these
projects in read only mode in Ms-Project. So, I have created a new category
with the following permissions:

Allow users in this category to view all project in which they are a team
member

The category permissions are

See projects in Project Center
Open project

The views assigned to the new category are:

Project center cost. work

I have added the new category to the Project manager Group.

What is wrong, because the Project manager cannot see projects in which they
are team member in project center but they can open them in Project in read
only mode?
