"Select Table" dialog modal but not on top

I have a C# app that creates a Word doc from a template. If an Excel
spreadsheet is to be included, I call InsertDatabase to do that. That, in
turn, presents me with a "Select Table" dialog to choose the worksheet. If
I'm just sitting there watching my app, the "Select Dialog" appears on top
and I can respond to it. But if I'm off doing something else (i.e., focus is
away from my app) when the "Select Dialog" appears, it shows up under my app
so that I can't respond to it. But as it's modal, I can't move my
application off it either. So I'm dead in the water being forced to respond
to a dialog I can't see or expose.

Any hints?
