Selecting MS Access 2007 Reports - Legal Size Paper

My Report is formated 8" x 13" (Print Area).
Setup as follows:
In design view, Page Setup:
Size = 8.5 x 14"

Landscape / Legal Size / Default Printer

Top Margin 0.25 ; Bottom Margin 0.25 ; Left Margin 0.25 ;
No matter what I do, Right Margin keeps defaulting back to 3.478"

Unable to save Right Margin as 0.25"

Any Suggestions?
