Selecting picture to format pie chart

When selecting picture from FIll Effects to format Data Series the menus
"Format" and "Apply to" are disabled. What should I do to make them
work ?

Those options are only available with some chart types. For example, you
can use both 'Apply To' and Format for a 3D column chart. For a 2D
column chart, only Format is available.

For a 2D pie chart, neither option is available.
