Selfcert.exe cannot create a certificate

Hi all.

I'm trying to create a personal certificate by executing Selfcert.exe.
I run the program, get the prompt to enter a proper name for the
certificate, but no matter what i enter the program responds:
Can't create a certificate

Any idea what may be causing this?
Any solutions come to mind (e.g. some web resource for a certificate etc.).
