selft cert problem

Hello Gurus,
I am having a hard time creating a self certificate. I tried
uninstall/re-installing the application.. repair & detect and what not, but
nothing seems to fix the problem i have..
everytime i try to create a Certificate, soon after i type my name and clik
ok, this message instantenously apprear.
'unable to create self certificate....' i have office 11.
I also deleted previously self issued certificate from Internet explorer..
what else can i do?

any help is greatly apreciated
