send and receive error 0x80042108

Installed Office XP, opened Outlook, it offered to take over for Outlook Express, OK'd, Outlook took over and pulled in all messages from Express, tried to send and receive and quickly got error message

Task mailhost.tstt.net.tt - Sending and Receiving' reported error (0x80042108) : 'Outlook is unable to connect to your incoming (POP3) e-mail server. If you continue to receive this message, contact your server administrator or Internet service provider (ISP).'

It seems that Outlook makes no attempt to connect. Outlook Express will still connect. ISP says they do not know because my settings for Outlook are correct. I would like to use Outlook. Is there anyone who can advise please?
