Send as Attachment

Can anyone tell me what the difference is between right clicking a file and
choosing send as attachment vs opening a blank email in Outlook and attching
the file? There must be different processes or different DLLs accessed
since I have one user who can send messages the second way but the first
method will hang Outlook.

In method one the attaching is done by the Operating System calling the
default mail handler and method two is all Outlook. Does CTRL+ENTER work to
send the message in method 1?
