send as mail recipient

I have one W98 system on a SBS2000 network which cannot 'send to mail
recipient as attachment' from Word 2000. This used to work fine, but now
when you choose to do this, Outlook 2000 opens, showing the Word document as
an attachment, but nothing happens when send is clicked. I have tried
several things, including a complete removal and re-installation of Office
2000 including using Eraser2k. Any ideas?

Office 2000 on this machine is at SP3. Win.ini is configured as per 249786.
It all seems to work until you click on send, and then it doesn't send.
