"Send" button is greyed out - Looking for Outlook Guru

Help! I am using Outlook 2003. I am trying to embed an email into another
email so that when the recipient recieves my email all he has to do is open
the attached email and press send. For context, I write correspondences for
my boss, that must he must review and then send. The problem is when he
opens the attached email, the "Send" button is greyed out. I was shown how
to ungrey it some time ago, however, I've seemed to have forgotten how to do
it. Any help that can be provided would be greatly appreciated.

Move it to the Drafts folder first and then send it.
